Utsira kommun (norska: Utsira kommune) är en kommun i Rogaland fylke i Norge. Den ligger på en ö, Utsira, och några skär ute i Nordsjön , utanför Karmøy , 18 km väst om Haugesund . Det är Norges minsta kommun efter folkmängd och näst minst efter yta.
